Craw's Bow requires 60 Range to use and also requires 1k ether to charge the bow to be used, more ether is require (1 per shot) to actually fire the bow, this weapon is used in wilderness for it's bonus damage effect to wilderness monsters.
When Craw's bow is charged with revenant ether, an additional 50% ranged accuracy and damage boost is applied when attacking any NPC in the Wilderness, consuming 1 ether per attack whether the player hits or not.
